Dear Governor Barbour:

Recently, I was researching the Civil War and read, that of the 36 states which were in existence in 1865, Mississippi is the only state which has never, to date, ratified the 13th Amendment to the Constitution of the United States.

I think this speaks poorly of Mississippi and is a blemish upon its citizenry.

Although I am not a resident of Mississippi I am writing to urge and encourage you, as Governor, to propose that this issue be put before the Mississippi State Legislature for their approval and that said ratification be then forwarded to the Office of the Federal Register for due process.

Aside from the moral issue, I am certain you recognize the political benefits to be derived by taking a stand such as this.

I am confident you will do what you think best for your state and the cause of civil liberties.
